volte on verizon only working on stock

not sure what happened last week, but i went from the .16r radio to .17r and that is when this started. If i restore completely to stock volte will work. i can then install any rom I want and it will continue to work. however if i try to update the radio again to .16 or .17 (which work better for me than .98 or .101) then i lose volte again.

any ideas? i'm definitely stumped
