Unlocked bootloader?

Does anyone know which carriers will sell the edge+ with unlocked bootloaders? Will it fall along the same lines of TMo & Sprint unlocked, AT&T & Verizon locked? I need root, so I would like to understand this up front.

I have been buying TMo phones & taking them to AT&T because of this.
