Request: modified userdata.img for 60.16 bootloader

I'm currently in the process of getting an xt1095 taken care of through warranty, but I want to fix it myself first if I can. This phone is locked out due to android device protection - android 5.1 won't let me log into the phone to change settings. I could unlock the bootloader to load an older system image that doesn't have android device protection, but I need to get into the phone first to set the OEM Unlock option. From what I can tell, the settings for android should be in userdata.img. Can someone post a userdata.img file that was created using the 60.16 bootloader and have the dev options (to include usb on and oem unlock on) set? If so, I would like to try to flash that and see if I can then unlock this phone.
