Reported Lost Phone - Carrier Block

Hello, I saw this on the tmobile website concerning phones that have been reported lost.... "We’ll make sure your device stops working on most carrier networks, including ours, even if another SIM card is inserted".
Will unlocking the phone, or any other custom rom or something, get around the carrier block without contacting the actual carrier?
