Qualcomm background open settings password for Huawei Y550

Hi. Anyone can help me?
1- I need password of Qualcomm background open settings for my phone(* # * # 2846579 # * # * -> ProjectMenu -> Background settings -> Qualcomm backround open settings) . I test with this passwords but any which no work: 0, 0000, 000000, 12345

2- Is possible I manually lock my phone to a specific frequency of tower with AT Command tester(AT^FREQLOCK)?

for example:
- my signal info's is now: Cell ID=11518, ARFCN=12, signal= -65dbm
- neighbour towers info's:
* Cell ID=21518, ARFCN=1, signal= -69dbm
* Cell ID=11831, ARFCN=7, signal= -74dbm
* Cell ID=21831, ARFCN=9, signal= -76dbm
Now how I Can manually lock to neighbour towers?
