Max CPU speed seems to be 1.4GHz

Had anybody else noticed that their CPU never hits the full 1.8GHz? Using CPU-Z and System Monitor Lite, I've observed that mine seems to max out at 1.42GHz.

I have disabled power saving mode and game battery optimization, FWIW.
