help on jtag connection

if i have a device whit these jtag pin:
GND
SRST
TDO
TDK
TCI
TRST
RTCK
TMS
VREF
and jtag voltage of 2.6V
On a jtag cable who work on devices with 3.3v i can apply a restistor on vref cable to drop it a 2.6V and debug whit this cable.
