GT-s7582 wont turn on or no symbol of charging even when plugged

Sir.

There was a red exclamation mark on the top of my GT-S7582. And it was stuck at samsung logo. I bought the phone from OMAN . So I downloaded a firmware (REGION UAE). Unfortunately installation Failed. Now I'm unable to enter in to recovery. And even when I plug charger theres no symbol. Pls help me.
