The other day I went on a trip to Hamburg, Germany and I got to experience the "Miniatur Wunderland" (in English "Miniature Wonderland", in case your German and common sense are both lacking). It was one hell of an awesome experience. As I was walking through the modeled cities, I decided to test the 4K capabilities of my, at the time, rooted and modded Sony Xperia Z1. Here's my opinion on 4K video:
When downscaled to 1080p the quality it looks amazing. Although I don't have a 4K monitor yet, if I do zoom in on the 4K video it looks like the details are still a bit lacking at the full resolution (of course I'd have to confirm this with a 4K monitor). In low light however, there is so much noise that the 4K video won't have any more details than a 1080p clip. But hey, what can you expect from a camera sensor that small. Apart from that, it was VERY difficult to keep the phone steady when recording, since it didn't feature any stabilizer for 4K video. But overall, you may colour me impressed!
